Certification of personnel for NDT (IBR)

Certification body of IZV VARcert performs certification NDT (IBR) personnel in accordance to EN ISO/IEC 17024:2012 (Evaluation of compliance – General requirements for bodies operating certification of persons). In European Union qualification and certification is conducted in accordance to EN ISO 9712. Sertification is a procedure of determining compliance that a person has the ability and competency to perform certain activities, which is confirmed by the certificate. Certification is performed by an independent certification body, which is accredited by foreign accreditation institution of state member of EU. National accreditation institutes are authorized by the main European Accreditation (EA).
Certification of personnel for NDT contains:
  • training for acquiring the necessary knowledge and skills,
  • work experience in the area of NDT derived under the direction of a certified person,
  • qualification exams which confirm achieving the required level of knowledge,
  • confirmation of appropriate visual abilities.
The act of certification is completed with documenting above mentioned requirements and issuing of certificate. Application for certification, filling in the application for certification is the first step at acquiring certificate. In application is basic information of candidate, as well as information of his employer. Application must contain next information:
  • NDT method
  • Level for which candidate is being certificated
  • Industrial sector and sector of products
  • Length of work experience, certified by the employer
  • Confirmation of vision (Isahara i Jaeger test).

Levels of certificates

Persons who perform nod-destructive testing in industrial area can be certificated on three different levels: Level I – using the specified manual the person notes discovered indications and classifies them. Level II – besides the knowledge for level I, the person must know how to make written manual for NDT, chose the testing technology and to evaluate testing results using the standards and regulations. Level III – person takes full responsibility for testing, equipment and personnel, designs work procedures and introduces various techniques, validates the procedures and trains NDT human resources.

Sectors of products and industrial sectors

Certification of NDT personnel in accordance to EN ISO 9712 is possible for the following sectors of products: Castings C, Forgings F, Welds W, Tubes T, Transformed products WP, Industrial sectors: Production – A testing before and during exploitation and production – B testing of pressure equipment in accordance to 97/23 EC – PED

Directive about pressure equipment

In annex I, article 3.1.3. directive 97/23/EC is stated that personnel that test pressure equipment must be certified in accordance to EN ISO 9712. Named body for pressure equipment then gives the authority the person to inspect pressure equipment. The Welding Institute has been named for notified body for EU for the area of pressure equipment under serial number 2042. Personnel that wishes to get certification for the area of PED needs to have besides of the above requirements, minimum of 60 days of working experience on pressure equipment in the last 12 months. Working experience is conformed from the employer, company that makes pressure equipment or named body. Personnel for the area of PED needs to successfully complete additional qualification (exam).

The next table shows minimal number of hours that candidate for certification needs to attend in an authorized center for NDT before he can access the qualification exams.

For submethod UTT is minimum education of 24 hours, for RT.FAS is 56 hours.

Qualification exam

It is consisted of two parts, theoretical and practical part. Theoretical part is consisted of two tests:

  • General
  • Specific
General test covers the material about physical principles and areas of use for NDT method. Minimal number of question depends from the level of certificate and the method for which the certificate is demanded, but that number is not lesser than 30. Allowed time for one question is 2 minutes. On this exam it is not allowed the use of any kind of literature. Exam is successful if the candidate has answered correctly on at least 70% of questions. Specific test anticipates the knowledge of using standards, methodology and techniques of performing examination. Minimal number of questions is 20, and it depends of the level of certification and the sector of product. Allowed time for one question is 2,5 minutes. It is allowed to use workbook of standards for the specific method. Minimal demanded success is 70%. For the both theoretical tests, questions are designed in a way that the candidate has 4 offered answers, where only one is completely true. At theoretical exams, only the ones that candidates don’t pass are repeated. Practical exam is consisted of evaluating certain number of samples (minimum of two) i writing of the transcript of the examination. Candidates that are being certified for the level 2, have an additional task do prepare a manual for performance of NDT for specific product using the specific method. Candidates for level 1 conduct the examination based on the written manual. Maximal allowed time for examination of one surface of the sample is 1 hour for level 1 and 2 hours for level 2. Allowed time for writing of the manual is 1 hour. For each individual sample, as well as the written manual candidate has to acquire at least 70%. In case that the candidate in any task didn’t acquire the demanded success, he needs to repeat the whole practical exam. In case that the candidate has not been successful in one of the specified parts of the qualification exam, he has two additional possibilities of repeating of exam. First after 30 days, and second after 60 days from the original exam. If, after that qualification exam is not successful, candidate has to start from the beginning in the acquiring of the certificate. When it happens that the candidate does not respect the rules of the certification body on the exam (copying and similar) he can be removed from the exam, after which he gets a suspension of the certification process within a period of one year. Candidate has a right to file a complain regarding the exam results, no later than 8 days after the results are published. Complain is examined by the commission of the certification body of VARcert.

The certificate validity

After candidate fulfills all the requirements for certification, he gets the certificate. Certificate is valid only of candidate has a valid certificate on the appropriate vision. Besides that, candidate has to have written authorization from the employer for performing examination using the certified method. Revalidation of certificate is done for the first time after 5 years of the first certification. Candidate must submit the written request for revalidation. A precondition for the extension is that the candidate didn’t have longer periods of termination in use of the certificate (one continued termination longer the a year, or more of the shorter termination, that together are longer that two years). The candidate delivers a certificate of continuous working conformed from the employer and the certificate of vision. Certificate of vision has to be renewed every year. Application for revalidation of certificate candidate can submit within the last 6 months of the certificate validity. In emergency cases, this application can be submitted no later than 12 months after the validity of certificate expires. For this kind of application, the candidate has to have a valid reason and it needs to be in written form with documented evidence (say in case of sickness). These kind of application evaluates a special commission of the certification body VARcert. In case that the candidate is late to all the deadlines for certificate revalidation, he has to retake the first certification. Revalidated certificate is valid for the next 5 years. Recertification (revalidation of the certificate) is performed after the second five year period has expired, i.e 10 years after the first certification. A precondition is that the certification has been renewed after the first 5 years. Conditions for recertification are similar to the conditions for revalidation, only that the candidate has to partake in the practical part of the exam.
